Eligible entities may receive up to $25,000.
Eligible Expenses
Grant funds will be issued on a reimbursement basis for insurance premium increases, physical repairs, or improvements performed on or after March 1, 2024 on the ground floor business or food cart. Examples of eligible expenses include (but are not limited to):

- Temporary window or door board up
- Window repair / replacement
- Door repair / replacement
- Graffiti removal / Paint over
- Sign repair / replacement
- Gate repair / replacement
- Security systems repair / replacement
- Exterior light repair / replacement
- Interior Repairs
- Door replacement
- Damaged counter repair
- Furnishing/equipment replacement
- Security & Prevention Improvements
- Security cameras
- Alarm systems
- Security services
- Scissor gates
- Overhead doors
- Security lighting
- Safes
- Insurance Premium Increases
- Increase in business insurance annual premium from last year to current year.
Eligibility Criteria
To be eligible, the applicant must:
- Have a current City of Portland business license and State of Oregon business registration;
- Operate a small business in an occupied ground floor location, which conducts in-person, customer-facing business (including food carts) within the city of Portland;
- Have 50 or fewer employees;
- Maintain consistent hours of operation; and
- Have sustained physical damage due to break-ins or vandalism OR have taken steps to prevent such damage, as described in the Eligible Expenses section, below.
- Examples of eligible entities include:
- Local small businesses and non-profit organizations occupying a ground floor storefront, either as tenants or owner-occupied businesses/non-profit
- Mobile or Stationary food cart owners or tenants
- Businesses which have previously received Prosperity Investment Program, Community Livability Grants, or Restore Grants from Prosper Portland are eligible to apply.
Ineligible Entities
- Property owner who does not own or operate a small business occupying the ground floor storefront space of their property in the city of Portland
- Any business located in a storefront space that is not zoned for commercial use.
- Landlords or property management company working on behalf of a property owner that is not itself an eligible entity (only tenants or owner-occupied businesses are eligible for repair grants).
