Purpose
In 1990, Congress passed the Cranston-Gonzalez National Affordable Housing Act. Under Title II of this Act, the HOME Investment Partnerships Program (HOME) was established to increase the supply of affordable housing. The purpose of this solicitation is to increase the affordable housing stock in Maricopa County. Maricopa County Human Services Department (MCHSD) is seeking applications from for-profit or non-profit affordable housing developers which, when approved by the Maricopa County Board of Supervisors (BOS), will result in development agreement(s) to increase the number of affordable housing units.
Funding Information
Maricopa HOME funds are limited therefore the funding process is competitive. The amount of UC HOME funds expected to be available to be awarded to projects for Program Year 2024-2025 is unknown but is estimated to be $1,950,000.
HOME funds may be used by local governments within the HOME Consortium and qualifying housing developers to develop and support affordable rental housing and homeownership. Activities include:
- Housing acquisition, including assistance to home buyers;
- Housing construction, reconstruction, or rehabilitation; and
- Tenant-based rental assistance.
Eligible Activities
The following are the eligible activities for this solicitation, subject to the provisions in the HOME regulations at 24 CFR 92.
- Property acquisition for the purpose of affordable rental units
- Property acquisition for the purpose of affordable homeownership
- Site improvements associated with property acquisition.
- New construction, which includes conversion and entails adding one or more units beyond the existing walls
- Lease/purchase program
- Demolition of substandard structures that have been vacant more than one year as part of a project that results in additional affordable housing units.
Eligibility Criteria
This competitive application process is intended to identify and secure contracts with non-profit and for-profit developers and multi-agency collaborative(s) in good standing with the Arizona Corporation Commission. The ideal applicant will have a minimum of five or more years’ experience in providing affordable housing opportunities to residents of Maricopa County while demonstrating the commitment and capacity to substantially achieve results on schedule. The County anticipates making multiple awards in this solicitation process.
