The Program provides grant funding on a competitive basis to support new or existing workforce training centers and academic institutions to expand their capabilities to support the State’s offshore wind workforce training and education efforts.

- Area of Interest 1: Industry Education
- The Maryland Energy Administration (MEA) is excited to announce AOI 1 of the Maryland Offshore Wind Workforce Training & Education Program: Industry Education (“the Program”) for Fiscal Year 2025. The Program provides grant funding on a competitive basis to support eligible academic institutions and nonprofit organizations to offset costs associated with developing and implementing an offshore wind education program to increase the general knowledge and understanding of offshore wind for the general public.
- Proposed projects must provide a direct benefit to Maryland’s offshore wind supply chain workforce and surrounding communities through offshore wind industry education. Offshore wind is a growing clean energy industry in Maryland, and proposed projects should provide the target population (general public, K-12, graduate degree holders etc.) with offshore wind education that expands their understanding of the industry.
- Area of Interest 2: Workforce Training
- The Maryland Energy Administration (MEA) is excited to announce AOI 2 of the Maryland Offshore Wind Workforce Training and Education Program: Workforce Training (“the Program”) for Fiscal Year 2025. The Program provides grant funding on a competitive basis to support new or existing workforce training centers offset costs associated with developing or expanding an offshore wind workforce certification based training program.
- Proposed projects must provide a direct benefit to Maryland’s offshore wind supply chain and workforce, through connecting individuals with certifications and employment, and have a direct benefit to surrounding communities through offshore wind industry education. Offshore wind is a growing clean-energy industry in Maryland, and proposed projects should provide the target population with offshore wind training and education that certifies them in the skills necessary for employment in the industry.
Funding Information
A total of up to $3,000,000 is anticipated to be available, split between each AOI, described below.
- AOI 1: Industry Education: $1,500,000.
- AOI 2: Workforce Training: $1,500,000.
Eligibility Criteria
- Area of Interest 1: Industry Education
- The Program is open to nonprofit organizations and academic institutions.
- Area of Interest 2: Workforce Training
- The Program is open to new or existing workforce training centers owned or operated by emerging businesses, including minority-owned emerging businesses, nonprofit organizations, governmental entities, and academic institutions.
