Projects must be focused on creating access to the arts for Minnesotans, and/or engaging with Minnesota communities through artistic endeavors.
Proposed projects could include:
- Connecting Minnesotans with participation in arts and cultural experiences; and/or
- Providing Minnesotans with opportunities for arts learning and passing along expressive cultural traditions.
Disciplines of art include (but are not limited to): dance, literature, media arts, music, theater, visual art, culinary arts, folk and traditional art.

Up to $3,000 to an individual.
Eligibility Criteria
- Applicants need to be 18 years of age or older and a U.S. citizen or an individual who has attained permanent resident status in the United States.
- Applicants will live in the 9-county region of Blue Earth, Brown, Faribault, LeSueur, Martin, Nicollet, Sibley, Waseca, Watonwan counties for a minimum of six months prior to application.
- Individuals may receive funding from PLRAC every other year. If an artist received a Professional Mid-Career Artist Grant or an Artist Career Development Grant in FY 2025, they are not eligible to apply for this program in FY 2026.
