The Individuals with Disabilities Education Act (IDEA) requires the Secretary to the postsecondary, vocational, technical, continuing, and adult education needs of individuals who are deaf or hard of hearing. Aligned with this requirement, through this competition the Department intends to establish a National Technical Assistance Center for Postsecondary Education and Training for Individuals who are Deaf or Hard of Hearing.
This competition uses funds from three Department programs: the Technical Assistance and Dissemination to Improve Services and Results for Children with Disabilities (TA&D) program; the Personnel Development to Improve Services and Results for Children with Disabilities (PD) program; and the Educational Technology, Media, and Materials for Individuals with Disabilities (ETechM2) program.
Priorities
The projects must achieve, at a minimum, the following expected outcomes:
- Increased numbers of individuals who are deaf or hard of hearing who are admitted to, persist in, and complete postsecondary, vocational, technical, and continuing and adult education and training (postsecondary education and employment training opportunities), including at institutions that primarily serve students who are deaf and hard of hearing;
- Increased capacity of LEAs, State schools for the deaf, vocational rehabilitation (VR) service providers, postsecondary institutions, institutions that primarily serve students who are deaf and hard of hearing, and other relevant organizations and public agencies to collaboratively conduct outreach to promote and implement evidenced-based practices5 (EPBs) and strategies to provide postsecondary education and employment training opportunities for individuals who are deaf and hard of hearing;
- Increased capacity of SEAs, LEAs, State schools for the deaf, State VR agencies, VR service providers, postsecondary institutions, institutions that primarily serve students who are deaf and hard of hearing, and other relevant organizations and public agencies to collaboratively collect, share, and analyze data on individuals who are deaf or hard of hearing who are admitted to, persist in, or completed postsecondary education and employment training opportunities for individuals who are deaf and hard of hearing;
- Increased body of knowledge on how to effectively utilize technology to promote access and provide accommodations (e.g., high-quality captioning, note-taking, and interpreting services) for individuals who are deaf or hard of hearing in all postsecondary education and employment training settings.
