The Grant Program has secured two separate grant funds from the Governor’s Office of Business and Economic Development (GO-Biz) and the Department of Cannabis Control (DCC). The program has been designed to provide support and assistance to existing cannabis applicants and those who may be interested in entering the regulated cannabis market.
- GOBIZ Local Jurisdiction Assistance Grant
- The Governor’s Office of Business and Economic Development (GO-Biz) awarded Nevada County $756,000 to reduce the barriers to entering the regulated cannabis marketplace. The grant program aims to support those who want to participate in the regulated market but may be facing economic or other significant restraints that previously prevented entry, i.e., those negatively affected by illicit cannabis cultivation. The Equity Program will assist applicants with costs associated with commercial cannabis, including local and state fees, licensing, regulatory costs, capital improvements, licensed professional consultants, environmental site development, best management/sustainable practices, business and employee education, training, and assistance with bringing properties into compliance.
- DCC Local Jurisdiction Assistance Grant
- To bolster the Equity Program and provide more funding opportunities, the Cannabis Division was awarded approximately $1.2 million through the Department of Cannabis Control’s Local Jurisdiction Assistance Grant. The Local Jurisdiction Assistance Program will also focus on allowing existing, provisional commercial cannabis applicants to transition to annual licensing, a requirement of the Department of Cannabis Control.
Funding Information
- For the DCC Local Jurisdiction Assistance Grant: Applicants may request up to a maximum of $25,000 for valid CEQA-related expenses.
- For the GO-Biz Equity Grant: 80% of the funds will be split evenly between those who meet the basic eligibility criteria. 20% of the funds are reserved to be split evenly between those who meet the bonus eligibility criteria. The total amount received from the basic and bonus funding categories will not exceed $25,000.
Uses of Funds
- GO-Biz funds can be used to support a broad variety of associated business and operational costs, as well as local and state permitting costs. These funds may also cover state and county fees, services of qualified professionals for site planning, development cost, or required studies fees.
- DCC funds may be used for costs associated with CEQA requirements, and costs associated to transitioning Provisional Licenses to Annual License Status. Funds can be used for odor emissions, water quality improvements, air quality/reduced greenhouse emissions, remediation and correction expenses biological reporting, reduction of greenhouse emissions, or as approved by Nevada County Cannabis Compliance.
Eligibility Criteria
GOBIZ Local Jurisdiction Assistance Grant
- Conviction and/or Arrest: Any individual who has obtained or applied for a commercial cannabis permit or those that wish to participate in the regulated marketplace in Nevada County, or who has worked in or currently works in the cannabis industry and was arrested and/or convicted of a non-violent cannabisrelated offense or was subject to asset forfeiture arising from a cannabis-related event.
- Family Conviction and/or Arrest: Any individual who has obtained or applied for a commercial cannabis permit or those that wish to participate in the regulated marketplace in Nevada County, and has a parent, sibling, or child who was arrested for or convicted of the sale, possession, use, manufacture, or cultivation of cannabis (including as a juvenile).
- Low Income Status: Any individual that has obtained or applied for a commercial cannabis permit or those that wish to participate in the regulated marketplace in Nevada County, who can demonstrate their annual household income is below the Nevada County median income of $79,519.
DCC Local Jurisdiction Assistance Grant
- Eligibility for the DCC Local Jurisdiction Assistance grant program is restricted to residents of Nevada County who hold an active Provisional License with the California Department of Cannabis Control. Nevada County has been prohibited from providing any of these funds to individuals whose Provisional Licenses have expired or who have moved to annual license status.
