New Jersey: Nonprofit Security Grant Program

The New Jersey Nonprofit Security Grant Program (NJ NSGP) provides funding to eligible nonprofit organizations across New Jersey, as described under section 501(c)(3) of the Internal Revenue Code of 1986, at the greatest risk of terrorist attacks.

Details:

  • NJ NSGP – Security Personnel (NJ NSGP-SP): Funding must be used exclusively to hire security personnel and is limited to federal, state, county, or municipal law enforcement officers; active special law enforcement officers appointed pursuant or security officers registered pursuant. The use of other personnel for security purposes that do not fit the above description is not eligible under this program. This funding may not be used to supplant expenses for an organization’s current security personnel but may be used to supplement additional security personnel needs based on identified risk. Under special conditions, the use of security personnel may be used for off-site events within the geographic boundaries of the State of New Jersey for which the nonprofit has planned and has legal responsibility. Project funding requests can be submitted to NJOHSP consistent with the following requirements:
    • This is a competitive grant program. Applications will be scored by a team of security experts.
  • NJ NSGP – Target Hardening Equipment (NJ NSGP-THE): Funding must be used for “target hardening” activities, such as the purchase and installation of physical security equipment. NJOHSP shall assign a preference for eligible applicants that have not received either a federal or state security grant in the last two grant cycles for target hardening equipment measures. Project funding requests can be submitted to NJOHSP consistent with the following requirements:
    • This is a competitive grant program. Applications will be scored by a team of security experts.

Funding Information

  • NJ NSGP – Security Personnel (NJ NSGP-SP): The maximum amount per applicant is $20,000.
  • NJ NSGP – Target Hardening Equipment (NJ NSGP-THE): The maximum amount per applicant is $100,000.

Note: Eligible nonprofit organizations may apply annually for both the NJ NSGP-SP and NJ NSGP-THE programs. However, each nonprofit organization may only be awarded funding for one State program per fiscal year. Additionally, NJOHSP shall assign a preference for eligible applicants that have not received either a federal or State security grant in the last two grant cycles for target hardening equipment measures. Management/administration, training, exercise, and planning expenses are not allowable for either of these NJ NSGP programs.
