The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Juvenile Justice and Delinquency Prevention (OJJDP) is seeking applications for 2024 Second Chance Act Addressing the Needs of Incarcerated Parents and Their Minor Children.

Details:

With this solicitation, OJJDP seeks applications for funding to states and localities to assist, develop or expand services that meet the needs of incarcerated parents (juvenile or adult) who have minor children, younger than age 18, to prevent violent crime, reduce recidivism, and provide support for minor children.

Goals 

The goal of this program is to develop or expand services within juvenile and adult detention and correctional facilities to improve outcomes for incarcerated parents and their minor children by implementing programs and services to reduce recidivism and support responsible parenting that lead to healthy child development, resiliency, and improved interactions among incarcerated parents and their minor children, and family and community members.

Objectives 

Program objectives include:

  • Expand relationships with community-based service providers and adult and juvenile detention and correctional facilities.
  • Develop strategies and approaches to strengthen the relationships between incarcerated parents and their children.
  • Seek to reduce the incarcerated parent’s behavioral infractions during incarceration and recidivism post-release.
  • Provide services to foster positive youth development for children of incarcerated parents.
  • Support adult and juvenile detention or correctional facilities, prisons, and jails in rural areas that meet the needs of incarcerated parents and their minor children.

Funding Information

  • Anticipated total amount to be awarded under this solicitation: $3,750,000.
  • Anticipated maximum dollar amount per award: up to $750,000.
  • Period of performance duration (months): 36.

  • County governments
  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Native American tribal organizations (other than Federally recognized tribal governments)
  • State governments
  • City or township governments
  • Native American tribal governments (Federally recognized)
  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education.
  • For the purposes of this notice of funding opportunity, “”state”” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
  • For the purposes of this notice of funding opportunity, other units of local government include towns, boroughs, parishes, villages, or other general purpose political subdivisions of a state.
