This NOFO will support the maintenance and enhancement of the Internet Crimes Against Children Data System (IDS), which assists credentialed law enforcement investigators in quickly and securely accessing information involving the online exploitation of children. Specific enhancements will focus on work reduction, deconfliction and deduplication of casework, and improving CyberTip management. Training and technical assistance will be provided to the ICAC task forces and their federal law enforcement partners on using the system.
Goals and Objectives
Goal 1: Maintain and enhance the IDS, ensuring that it is a secure, dynamic undercover infrastructure that facilitates online law enforcement investigations of child exploitation, information sharing, and has the capacity to collect and aggregate data on the extent of the problems of child exploitation.
- Objective 1: Case Deconfliction. The IDS will provide a secure, online system for federal law enforcement agencies, ICAC task forces, and other state, local, and Tribal law enforcement agencies to use in resolving case information conflicts across multiple investigative platforms.
- Objective 2: Real-Time Reporting. All child exploitation cases that involve local child victims and are reasonably detectable using available software and data, immediately upon their detection, will be made available to participating law enforcement agencies.
- Objective 3: Data Collection and Analysis. The IDS will provide statistical reports indicating the overall magnitude of child sexual abuse material trafficking and child exploitation in the United States. The grantee will provide updates to DOJ on a regular basis for the purpose of analysis and preparation of reports, and ensure raw data is available to DOJ.
- Objective 4: Local Data Analysis. The IDS will offer a secure online data storage and analysis system that credentialed users may use or incorporate into their own systems, as appropriate, to access and analyze their own data.
- Objective 5: Secure Connections. The IDS will provide capability for secure connections or interaction with state and local law enforcement computer networks, consistent with reasonable and established security protocols and guidelines, and legal requirements.
- Objective 6: Guidelines. The successful grantee will assist DOJ in developing operating procedures for use of IDS.
- Objective 7: Training and Technical Assistance. The successful grantee will provide training and technical assistance on the use of the IDS by ICAC task forces and their affiliate law enforcement agencies.
- Objective 8: Collaboration. In consultation with DOJ, the IDS will provide a secure system enabling online communication and collaboration by federal law enforcement agencies, ICAC task forces, and other state, local, and Tribal law enforcement agencies regarding ongoing investigations, investigatory techniques, best practices, and any other relevant news and professional information. This may include collaboration related to other proprietary systems that are frequently used by the ICAC task force program.
