With this solicitation, Office of Juvenile Justice Delinquency Prevention (OJJDP) seeks to address and improve the reentry and recidivism challenges encountered by youth returning to their communities from juvenile residential or correctional facilities.

Goals

The goals of both Category 1 and Category 2 programs are to promote positive youth outcomes and increase public safety by decreasing recidivism among youth following release from a juvenile residential facility and coming back to their community. For the purposes of this program, recidivism is defined as a return to a residential placement facility, jail, or prison with a new juvenile adjudication and/or criminal conviction or as the result of a violation of the terms of supervision within 24 months of initial release.

Objectives

  • The objectives of Category 1 programs are to identify and address the needs of youth returning to the community and develop and implement comprehensive pre- and post-release reentry plans, to include case management as well as identification and coordination of appropriate community-based programs as they return to their communities following confinement.
  • The objectives of Category 2 programs include the implementation and/or expansion of community-based reentry programs and services that demonstrate partnerships with corrections, parole, probation, and other reentry service providers. These partnerships should develop and implement comprehensive, pre- and post-release case management plans that directly address youth’s identified needs, as determined by validated risk and needs assessment tools.

  • Category 1: Improving Youth Reentry: $750,000
  • Category 2: Strengthening Community-Based Reentry Programs: $750,000

The following entities are eligible to apply:

  • Category 1: Improving Youth Reentry
    • State governments
    • City or township governments
    • County governments
    • Native American Tribal governments (federally recognized)
  • Category 2: Strengthening Community-Based Youth Reentry Programs
    • Native American Tribal organizations (other than federally recognized Tribal governments)
    • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
    • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
