This is a notice of funding opportunity (NOFO) for the OVW Financial Assistance for Victims of Sexual Assault, Domestic Violence, Dating Violence, and Stalking Initiative (FAV Initiative). Per the Commerce, Justice, Science, and Related Agencies Appropriations Act, 2026, these funds provide flexible financial assistance to support victims in achieving safety, stability, and healing by paying for necessities that are not easily supplied by traditional service providers and with the flexibility to fulfill self-identified needs quickly.
Goals and Objectives
- Funds must be used for the following purpose:
- Provide survivors of domestic/dating violence, sexual assault, and stalking with flexible financial assistance for self-identified needs.
Funding Priorities
OVW may give priority consideration to applicants that propose projects designed to advance the following public-safety priorities:
- Combatting human trafficking and transnational crime, particularly crimes linked to illegal immigration, transnational criminal organizations, and cartel operations, including projects that strengthen law enforcement investigation and prosecution while supporting safety and justice for trafficking victims who have also suffered domestic/dating violence, sexual assault, and/or stalking.
- Projects dedicated to direct victim services, particularly in small towns and rural, remote, and Tribal communities.

Eligibility Criteria
The types of entities that are eligible to apply are:
- Government Entities
- Federally recognized Tribal governments
- Nonprofit Entities
- Victim service providers
- Tribal nonprofit organizations
- Recipients with FAV grants ending by September 30, 2026 may apply but are unlikely to be funded if they have enough funds to carry the project through September 30, 2027.
- Entities proposing to pass funds through to another organization instead of assisting victims directly are not eligible to apply.
- Faith-based organizations that meet the eligibility requirements for this program are eligible to apply
- Cost sharing and application limit: This NOFO does not require cost sharing (match). You may submit more than one application under this NOFO if each application proposes a different project in a different service area. If you submit multiple versions of the same application, only the most recent system-validated version will be reviewed.
