Funding Information
CEO is making up to $15 million in project funding available this funding round. However, this number may be subject to change based on the number and quality of applications submitted. Please note, all projects submitted for consideration must be installed and reimbursement requests processed no later than June 30, 2028, to be eligible for funding.
Each application shall seek a minimum of $100,000 in CAP grant funding while adhering to maximum cost coverage per project type and project bundling allowances.
Eligible Project Types
All proposed projects must achieve additional direct air pollutant reductions within an industrial production process to be eligible for grant funding (i.e. meet additionality). Indirect air pollutant reduction projects will not be considered. Local Governments may only apply for projects that reduce direct air pollutants within an industrial production process.
- Fossil Fuel Efficiency
- Fuel Switching
- Fuel switching to a lower greenhouse gas (GHG) emitting fuel source (e.g. switching from coal to natural gas) that will not be a switch to electricity, hydrogen, or renewable energy fall under this project type.
- Process Emission Reduction
- Strategic Electrification – Converting fossil fuel-powered equipment/processes to an electric fuel source
- Renewable Energy Projects, which directly aid in strategic electrification project adoption or fulfill a portion or all necessary process heating requirements.
- All electricity produced must not exceed the amount typically used in the applicant’s production process. In other words, projects producing more electricity than can be utilized within the production process being operated under typical production schedules are not eligible
- Carbon Management Projects
- Enhanced Oil Recovery projects will not be considered for funding
- Methane Capture, Utilization, and Destruction Projects
- Equipment and associated systems used for the capture, cleaning, upgrading, and compression of methane emissions to meet the required quality standards for the intended end-use, are eligible for CAP grant coverage.
- Concentrated Solar Power (CSP) for Industrial Process Heating o
- Thermal energy storage may be incorporated into CSP system design, however, it is not eligible for CAP grant funding.
Eligible Project Costs
- Air pollutant emission reduction (APER) equipment
- Hard costs associated with APER equipment installation (wiring, concrete, conduit, etc.)
- Utility electricity service feed upgrades needed as a direct result of project implementation
- Equipment shipping costs
- Labor associated with the installation of the proposed project(s)
- Applicants shall separate equipment, non-labor project costs, and labor costs
- Partial current energy supplier contract termination cost coverage (up to 10%) if switching to a lower carbon fuel types
- Will require a notice of cancellation if part of a grant award
- Quarterly project reports & annual performance reports (as deemed necessary).

- “As-a-Service” providers, including but not limited to Energy-as-a-Service companies, Sustainability-as-a-Service companies, etc.

- Tribal Governments (TG)
- Public-Private Partnerships (PPP).
