Funds must be used for rehabilitation or construction for the purpose of preserving or expanding service capacity.
Acceptable proposals are those that are received in a timely manner and contain all required components. Acceptable proposals will be reviewed by a review committee made up of City of Springfield staff. The selection process is expected to be completed by January 19, 2026, and funds made available once the Environmental Review is completed.
Funding will be available for rehabilitation for local non-profit agencies or neighborhood organizations who own the building. The proposed project must be necessary to increase or prevent the loss of service capacity. Increased or preserved service capacity may be demonstrated based on the number of clients served, the extent, relevance or quality of the services provided, or specific populations served.
Funding Information
The City is making available $220,000 from its annual entitlement 2025-2026. Successful proposals will be awarded up to $25,000.

Eligibility Criteria
- The City of Springfield may not utilize CDBG funds to support “inherently religious” activities, including religious programming. Faith-based organizations that at 501c3 tax exempt organizations are eligible to apply for CDBG funding solely for secular social service programming available to the public, as long as the programming meets all other CDBG requirements and does not require participants to engage in religious activity or involve exposure to proselytizing.
- The U.S. Supreme Court has issued rulings determining that faith-based organizations may not use CDBG funds to support religious activities; only to support non-religious social service programs; 24 CFR 570.200 (j).
