Local government entities and 501(c )(3) organizations including faith based organizations that provide services to at‐risk or homeless persons and families in the Harris County service area are eligible to apply for funding. The Harris County service area includes the unincorporated portions of Harris County and cities that have signed a cooperative agreement with the County.
