The Community, Housing and Human Services (CHHS) Department in Spokane, Washington, has announced a Notice of Funding Availability (NOFA) for Inclement Weather Surge Capacity for the 2026 calendar year. This grant opportunity is intended for homeless service providers who can offer emergency shelter and resources during extreme weather events.
The City has allocated $1 million for this initiative and seeks cost-effective strategies to protect vulnerable populations during dangerous weather conditions. Funding will support organizations that already have overnight staffing and can provide at least 10 beds per location during weather-triggered activations.
Shelter beds must be activated during certain conditions: when wind chills fall to 32°F or below, when heat indexes rise to 95°F or higher for two or more consecutive days, if the air quality index reaches 201 or more, or when extreme weather events are forecasted to pose a health threat as determined by the Mayor or their designee. Overnight beds during heat events are only required if nighttime temperatures remain above 95°F; otherwise, the focus will be on daytime services.
Funding priorities include services for households with and without minor children, and shelters designated for men only or women only. The total funding available is up to $1 million, with grants ranging from $500,000 to $1 million. The grant period runs from January 1, 2026, to December 31, 2026.
Eligible applicants include governmental entities in Spokane, 501(c)(3) nonprofit organizations, private for-profit organizations, and faith-based groups. The deadline to apply is July 31, 2025.
