The City of St. Louis comprises 79 neighborhoods, each of which has unique assets, needs, interests, and dreams. The City has a vested interest in increasing the capacity of neighborhood associations, and similar nonprofits and organizations, to meet the needs of their residents and to increase the sense of place and community inherent in each neighborhood.
Additionally, the City has begun a transformative process of Neighborhood Planning with the Planning and Urban Design Agency. While each neighborhood needs and deserves high-quality, publicly funded planning initiatives, not all communities have an adopted neighborhood plan. A small grant could make a large difference in preparing these organizations to embark on the planning process. Another goal of these small grants are to aid in the capacity, engagement, and readiness for communities and their organizations to collectively realize their potential through Neighborhood Planning.
To assist neighborhoods in this pursuit, the City is awarding funding to a third party non-profit organization to make small grants to increase neighborhood organization’s capacity. The City is seeking a party to administer a grant program in support of stakeholders who have organized within their community to increase neighborhood capacity.
Eligible Applicants
Proposals may be submitted by registered non-profits or coalitions of non-profits:
Minimum Qualifications
- Applicant shall be a non-profit organization in good standing.
- Applicant should have a working knowledge of and experience administering small grants. The selected applicant must be thoroughly familiar with the applicable local, state, and/or federal requirements as they relate to these small grants.
- Applicant should demonstrate experience in working with grassroots organizations, associations, and resident stakeholders in the areas of community organizing, neighborhood revitalization, capacity building, and/or providing technical assistance.
- Applicant must pass City of St. Louis Confidential Business Information (CBI) Clearance quality assurance by requesting from CDA, if selected. (Can take up to two weeks to return)
- Certificate of Insurance for Prime firm and/or any subcontractors, indicating coverage and limits for the following:

- Workers’ Compensation
- Employers Liability
- Errors and Omissions Liability Insurance.
