Outside Agency (OA) Program funds are used for activities designed to have a measurable impact on causes and conditions of economic development, health, and social services. Organizations use funds to provide a range of services and activities to promote self-sufficiency, stability, and community revitalization. Some specific types of programs operated under the CWD OA Program include addressing employment, education, income management, housing, nutrition, socialization services, emergency and/or health services to help combat the central causes of poverty.
All proposed programs must have a measurable impact and must be able to produce measurable outcomes. The local priority area categories below have been adopted by the Outside Agency Citizen Review Committee:
- Basic Needs
- Programs that provide essential services such as food, shelter, clothing, personal hygiene supplies, transportation, and emergency housing and utility assistance to individuals and families in economic crisis.
- Health and Wellness
- Programs that promote physical and mental health, including nutrition education, access to healthcare services, mental health support, substance abuse treatment, wellness programs, recreational, and socialization services.
- Education and Workforce Development
- Program efforts to improve educational outcomes and job readiness, including early childhood education, in-school and after-school programs, higher learning coaching, vocational training, and adult education.
- Youth and Family Services
- Programs that support the well-being of children, youth, and families, such as life skills, parenting support, youth mentoring, and family counseling.
- Community Well-being and Safety
- Programs aimed at improving public safety, providing education and awareness reducing crime, and supporting victims of crime, including domestic violence services, legal aid, and reentry programs for formerly incarcerated individuals.
- Prosperity Initiative
- Programs intended to help low-income community members by increasing household income, decreasing household expenses, or increasing household assets through one or more of the Prosperity Initiative Policies.
The following non-competitive categories have been adopted by the Pima County Board of Supervisors:
- General Services
- Programs recommended by the Board of Supervisors or department staff for general services that meet a critical need for Pima County.
- Other Department Priorities
- Programs administered by other Pima County departments who manage their outside agency programs with other funding sources.
Funding Information
- The amount of funds available is not known at this time, however, it is estimated that the total amount will be approximately $3,000,000.00.
- The minimum funding amount requested must be $15,000.00
- The grant period to be funded is July 1, 2026 to June 30, 2027 and may be extended for one additional year, if funds are available;
Criteria
Funded by the Pima County General Fund, the Outside Agency (OA) Program allocates funds to local nonprofit agencies in Pima County. The Program focuses on low-income and other vulnerable populations throughout Pima County, ensuring that support is available to address community needs and services in geographically remote and economically underserved communities. Agencies serving incorporated cities and towns and unincorporated areas are eligible to apply.
