The Contractor shall provide leveraging services on behalf of the Washington State Department of Commerce (Commerce) to support the Low-Income Home Energy Assistance Program (LIHEAP), the State Home Energy Assistance Program (SHEAP), and the needs of low-income households across Washington State. The Contractor will contract, when necessary, consultants, legal counsel, expert witnesses, and interns needed for a variety of activities. Emphasis being placed on utility rate cases. It is expected that the Contractor will leverage expertise from a Steering Committee, The Department of Commerce, the National Consumer Law Center, the National Community Action Foundation (NCAF), the National Association of State Community Service Programs, the Low-Income Energy Advocates’ Peer Exchange, Public Citizen, AARP, area utility staff, the NW Energy Coalition (NWEC), the Washington Office of the Public Counsel (PC), the Citizen’s Utility Board of Oregon (OR CUB), WUTC staff, Community Action Agencies from surrounding states who share issues or utilities with Washington’s Community Action Partners, and other pertinent professional services or consultants.
The Department of Commerce is the agency of the state of Washington that is issuing this RFP.

- Contractor: Individual or organization whose Proposal has been accepted by COMMERCE and is awarded a fully executed, written contract. Also called Grantee, Awardee, Recipient, or Vendor.

- Proposer: Individual, firm, organization, company, or other entity or group of entities that submits a Proposal to attain a contract with COMMERCE.
Funding Information
COMMERCE has budgeted an amount not to exceed $875,000.00 for this project.
Grant Period
January 8, 2026 and to end on September 30, 2027.
Eligibility criteria
Minimum qualifications include:
Licensed to do business in Washington or submit a statement of commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the Apparent Successful Contractor.
- 1 years of experience in/with Conference and Event Management
- 3 years of experience in/with Programmatic Expertise
- 3 years of experience in/with Stakeholder Coordination
- 2 years of experience in/with Project and Fiscal Management.
