The Washington Department of Commerce is seeking proposals from qualified firms interested in preparing guidance documents for developing effective transit orientated development (TOD) station areas.

This work will include
- providing a comprehensive but concise guidebook for developing TODs (appx 50 pages)
- providing a model ordinance and templates for the implementation of TOD
- creating 4-6 micro-videos of less than 5 minutes on TOD topics
- providing a quick guide for the public and councilmembers
- providing fact sheets addressing important facets of TOD development. Topics may include:
- financing, affordable housing options, anti-displacement tools, commercial/retail and service options for neighborhood TODs, and parking requirements.
Funding Information
Funding for this project will not exceed $350,000. The funding for this project is available in separate fiscal years, with the amount of $75,000 available from November 3, 2025, to June 30, 2026; and $275,000 from July 1, 2026 to December 31, 2026.
Eligibility Criteria
Minimum qualifications include:
- Licensed to do business in Washington or submit a statement of commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the Apparent Successful Contractor.
- Five or more years of experience in/with land use planning related to transit-oriented development.
