- Authorized to acquire, develop, improve, or restore parkland and open space within Los Angeles County (includes Agencies of Record, cities, special districts, and Joint Powers Authorities).
- Non-profit Organization
- Public for Non-Profit School
- Provided they allow public access during non-school
- hours (at a minimum)
