The Illinois Department of Commerce and Economic Opportunity (the “Department” or “DCEO”) is issuing this Notice of Funding Opportunity (“NOFO”) to select Local Workforce Innovation Area partners to provide workforce services to low or moderate income individuals, prioritizing projects that will include services to immigrants, migrants and refugees in Illinois’ Northeastern Economic Development Region.

Details:

This program will provide workforce and training services to underserved communities, particularly low and moderate income individuals, including, immigrants, migrants, and refugees who need the training to access employment or skill upgrades to advance in their employment. The workers must currently reside in Illinois and be eligible to work in Illinois at the completion of the program, All applicants must demonstrate partnerships with employers and educational entities to create local and regional strategies to meet the goals and objectives of this NOFO Additionally, applicants should consider incorporating Barrier Reduction funding.

Performance Goals and Measures 

The goal of this program is to assist low or moderate-income individuals, including immigrants, migrants and refugees, and provide workforce support to individuals with work authorization or who are applying for work authorization in the United States. The funding will specifically target workforce development initiatives in the Northeastern Economic Development Region of Illinois, contributing to newcomers’ successful integration and employment. Grantees will be required to report performance data on the following activities and outcomes:

  • Number of individuals recruited
  • Number of individuals assessed
  • Number of individuals enrolled in the program
  • Number of individuals completing the program
  • Number of individuals obtaining credential(s)
  • Number of individuals that achieve a measurable skill gain
  • Number of individuals placed in post-secondary education
  • Number of individuals placed in unsubsidized employment
  • Number of individuals retained in unsubsidized employment for 6 and 12 months
  •  Number of individuals experiencing a wage/benefit increase

Funding Information

  • Total amount of funding expected to be awarded through this NOFO is $1,900,000.
  • Awards will range from $250,000 to $1,900,000.

Project Period

The period of performance is expected to be April 1, 2024 through June 30, 2024.

Eligibility Criteria

An entity must be registered in the Grant Accountability and Transparency Act (GATA) Grantee Portal at the time of grant application. The portal will verify that the entity:

  • Has a valid FEIN number
  • Has a current SAM.gov registration, SAM.gov registrations must be marked as “public” to allow the GATA Grantee Portal to expedite the review of the federal information;
  • Has a valid UEI number
  • Is not on the Federal Excluded Parties List
  • Is in Good Standing with the Illinois Secretary of State
  • Is not on the Illinois Stop Payment list
  • Is not on the Department of Healthcare and Family Services Provider Sanctions

Eligible Applicants include

  • Local Workforce Innovation Area grantees that administer the Workforce Innovation and Opportunity Act Title IB programs in the Illinois Northeast Economic Development Region.
