Details:

The Beltrami County Housing Trust Fund is administered by United Way of Bemidji Area, with funding recommendations made by community volunteers serving on the Beltrami County Housing Trust Fund Cabinet and final approval through an established allocation process.

The Beltrami County Housing Trust Fund was created to strengthen housing stability across the community by investing in programs and housing development that increase housing in the communities, support vulnerable households, and remove barriers to safe, stable housing.

Funding is intended for services such as rental assistance, supportive housing programs, housing stabilization services, and other direct supports that keep families and individuals from losing housing and to help those experiencing homelessness find housing.

Grant Period

June 2026-May 2027.

Eligibility Criteria

To be eligible for funding consideration for this RFP, organizations must meet the following criteria:

  • Legal Status:
    • Applicants must be 501(c)(3) non-profit organizations, community development corporations, housing authorities, or government agencies.
    • All eligible applicants must be registered with the appropriate State of Minnesota oƯice, in good regulatory standing with Beltrami County, and the city in which the organization is located.
  • Geography:
    • Proposed programs must serve Beltrami County residents.
  • Experience:
    • Organizations must have demonstrated experience in developing and implementing housing projects or related initiatives.
    • Preference may be given to organizations with a proven track record of eƯectively serving Low or Moderate Income households or vulnerable populations.
  • Financial Stability:
    • Applicants must provide evidence of financial stability and sustainability, including audited financial statements, budgets, and sources of funding for the proposed project.
  • Compliance:
    • Organizations must comply with all applicable local, state, and federal laws, regulations, and licensing requirements.
    • Proposals that promote fair housing practices and nondiscrimination will be prioritized.
    • Projects must serve Very Low Income, Low Income, or Moderate Income households, which can include both AƯordable and Workforce Housing.
  • Collaboration:
    • Preference may be given to proposals that demonstrate collaboration with other community stakeholders, including local government agencies, housing advocates, service providers, and residents.
  • Allowances:
    • Allowances for funding provided through this RFP may be utilized for the following purposes:
      • Supportive Services: Funding may be allocated to support the provision of supportive services for residents, such as rental assistance, case management, counseling, and employment assistance.
      • Construction/Rehabilitation: Funds may only be used for capital costs if they are tied to supportive housing programs. It is highly recommended that you reach out to United Way to discuss the program/project.
