Priorities

  • Priority 1: Individuals in Need of Mental Health and Substance Abuse Treatment
    • Gilbert individuals of all ages in need of either in- or out- patient mental health, substance abuse treatment services, or services for trauma associated with human trafficking.
  • Priority 2: Survivors of Domestic Violence, Sexual Assault, and Human Trafficking
    • Those impacted by Domestic Violence, Sexual assault or Human Trafficking.  Definition of Domestic Violence is a pattern of abusive behavior in any relationship that is used by one partner to gain or maintain power and control over another intimate partner. Domestic violence can be physical, sexual, emotional, economic, or psychological actions or threats of actions that influence another person. This includes any behaviors that intimidate, humiliate, isolate, frighten, terrorize, coerce, threaten, blame, hurt, injure, or wound someone. Sexual Assault. In Arizona, sexual assault occurs when a person intentionally or knowingly engages in sexual intercourse or oral sexual conduct without the other person’s consent. If the sexual act does not involve one of those forms, then it falls under a different category of crime known as “sexual abuse.  Human Trafficking. A form of modern-day slavery in which traffickers use force, fraud, or coercion to control victims for the purpose of engaging in commercial sex acts or labor services against their will.
  • Priority 3: Families in Crisis
    • Town of Gilbert families experiencing stressors that put one or more family members in a dangerous situation requiring immediate support and emergency intervention to defuse the situation and restore a temporary level of stability to the family.
  • Priority 4: Homeless Individuals and Families
    • Those lacking a safe, fixed, regular, and adequate night-time residence and living in a shelter, temporary institutional residence, or a public or private place not designed for a regular sleeping accommodation, e.g., living on the streets, sleeping in a car, ‘couch surfing,’ doubling up with a friend or family member, or alternating between a motel room and one of these options.
  • Priority 5: Low to Moderate Income Individuals and Families
    • Gilbert residents whose annual household income is at or below 200% of the Annual Federal Poverty Guidelines.
  • Priority 6: Youth in Need of Social Services
    • Those under the age of eighteen in need of services that are provided to help them stabilize their life and find self-sufficiency through guidance, counseling, treatment, and providing for basic needs.
  • Priority 7: Special Needs Individuals
    • Persons experiencing chronic physical, mental, behavioral, emotional, or developmental impairment that results in marked and severe functional limitations.
  • Priority 8: Elderly/Seniors
    • Gilbert residents over 62 years of age.
  • Priority 9: Immigrants
    • Any non-citizen who is residing permanently in Gilbert; working, going to school, and/or seeking work or education or some combination of the two (within legal restrictions).
  • Priority 10: Culturally Diverse Individuals and Families
    • Individuals of ethnicities other than Anglo and/or individuals identifying with a non-traditional sexual orientation who seek equality of representation and respect within the community

Project Period 

Funding will be available beginning July 1, 2024 and contracts go through June 30, 2025. 

Eligibility Criteria

  • Organization must be incorporated as an Arizona non-profit organization or school with tax-exempt status under Section 501(c)(3) of the Internal Revenue Code.
  • An unincorporated Arizona organization may apply through a fiscal sponsor, provided that the fiscal sponsor is an Arizona 501(c)(3) organization or school with tax-exempt status under Section 501(c)(3) of the Internal Revenue Cod
  • As long as the organization can complete the project, the size of an organization is not a criterion in determining funding. However, years of operation of the program and current service to Gilbert residents may be taken into consideration
  • The applicant agency understands funding will be on a reimbursement basis after the submission of accurate invoices and required source documentation
  • The applicant agrees that monthly reports will be completed on the due date specified and shall indicate the number of services provided and Gilbert residents served by the organization during the reporting period.  The report will include measurable contract outcomes, successes, and challenges.
  • The applicant agency agrees to hold a current insurance policy in line with Town requirements.
  • Organizations must comply with all appropriate federal and Arizona State Constitutional requirements on the use of public funds, particularly prohibiting funds from being used for personal benefit or lending of funds to a private entity.
