Grants can be used for business expenses that are defined by the Internal Revenue Service as ordinary and necessary expenses incurred to operate the business. This includes advertising, payroll and benefits, utilities, insurance, rent/lease/mortgage, and property taxes for the business. Grants cannot be used for non-business related expenses, including but not limited to government fines and penalties, illegal activities, lobbying expenses and political contributions.

Eligibility Criteria
Any eligible business, nonprofit organization, or sole practitioner can apply. To be eligible for a grant, the business must:
- Be located in an eligible zone
- Have been at the current physical location on or before Dec 1, 2020
- Be open for business at the time of application submission and if awarded, be open for business at the time of award
- Primarily serve customers at the business’s physical location
- Have generated $1,000,000 or less in annual revenue in 2024
- Be majority owned by city residents.
