The City of Norfolk’s Block-by-Block Neighborhood Pride Grant Program offers financial support to civic leagues and neighborhood associations aiming to improve their communities one block at a time. This program encourages residents to engage with their neighbors, build relationships with the city, and collaborate with local businesses to achieve neighborhood goals.
Residents can design and implement their own neighborhood improvement projects while gaining new skills and fostering community pride. The program promotes strong partnerships between residents, the city, and private businesses to create sustainable, positive change.
Two types of grants are available. Matching grants provide up to $2,500 to fund neighborhood improvement projects, with applicants required to match at least 50% of the grant amount through cash, in-kind contributions, or volunteer time. Mini grants offer up to $500 for smaller projects or events that meet program guidelines.
Eligible projects include beautification and landscaping, skill-building workshops, environmental enhancements, neighborhood pride activities, and supplies or equipment needed to support these efforts.
To apply, civic leagues or neighborhood associations must be legally recognized state entities with open membership, elected officers, bylaws, and regular meetings. Projects must take place within the neighborhood the group represents, and applications require the endorsement of the local civic league.
Selected organizations must register as city vendors and submit an online W-9 to receive grant payments. This program is a great opportunity to foster community spirit and make meaningful improvements in Norfolk neighborhoods.
