Eligible organizations are invited to apply for this funding, which aims to support housing stability, homelessness outreach, eviction prevention, and other critical services within the Charlottesville community.

The HOPS Grant Program provides vital operational support to nonprofit organizations, public housing agencies, and service providers dedicated to helping low-income residents and those facing housing instability. As a dedicated stream under the Charlottesville Affordable Housing Fund (CAHF), HOPS funds are used to maintain and enhance housing-related services rather than focusing on capital and development projects.

Program Goals

The primary goals of the HOPS Grant are to:

  • Enhance Housing Stability: Provide financial support to housing-related services such as homelessness prevention, tenant assistance, and eviction prevention to stabilize housing for low- and moderate-income households in Charlottesville.
  • Support Vulnerable Populations: Target critical services to underserved and vulnerable groups, including those at risk of homelessness and populations earning up to 60% of the Area Median Income (AMI), aligning with the City’s strategic housing goals.
  • Promote Continuum of Care (CoC) Alignment: Prioritize programs that are consistent with CoC strategies to prevent and reduce homelessness through supportive services like rapid rehousing, permanent supportive housing, and outreach programs.
  • Strengthen Program Capacity and Operations: Enable service providers and housing operators to improve their capacity to deliver essential services by supporting operational and programmatic costs related to housing services.

Eligibility Criteria

Eligible applicants include:

  • Nonprofit organizations with 501(c)(3) status or similar designations.
  • Public housing agencies and organizations actively providing housing-related services within Charlottesville.
  • Programs that align with the City’s strategic goals, including homelessness prevention, tenant assistance, rapid rehousing, and more.
  • Programs serving households with incomes of up to 60% of Area Median Income (AMI) and aligning with the Continuum of Care (CoC) strategies are particularly encouraged to apply.
