City of Cleburne Pride Home Improvement Incentive Program – Texas

The Cleburne Pride Home Improvement Incentive Program is designed to encourage investment in Cleburne’s single-family housing stock by providing homeowners with financial incentives for making certain exterior improvements to their properties through a matching funds incentive program.

Details:

The program applies to single-family homes that are at least 30 years of age. Objectives of the program include:

  • Improving neighborhood “curb appeal”
  • Supporting community pride in ownership
  • Revitalizing and rehabilitating older residential structures for the purpose of preservation and protection of the ad valorem property tax base
  • Offering the potential for energy cost savings as a byproduct of certain improvements.

Funding Information

  • The Program provides reimbursement to the property owner of up to $5,000 based on a maximum 30% program match for eligible exterior improvements to single-family homes located within the city limits of Cleburne
  • Eligible projects must have a minimum cost of $4,000.

Eligible Examples

  • Exterior painting
  • Replacement/repair of siding, soffits, trim
  • Windows, doors, and shutters
  • Brick repointing or replacement of brick/stone facades
  • Fencing
  • New exterior lighting features
  • Garage doors
  • Front driveways/walkways
  • Roofing (10% reimbursement of out-of-pocket costs AND must be accompanied by another qualified project)
  • Other exterior improvements, such as porch additions, dormer windows, etc., as may be approved by the City.

Eligibility Criteria 

  • Single-family homes only (owner-occupied, rental, or vacant); duplexes or other multi-family dwellings are ineligible
  • Home must be a minimum of 30 years old at the time of application, as determined by Johnson County Central Appraisal District (JCAD)
  • Eligible improvements/repairs shall not begin before the application is approved and Notice to Proceed has been issued
  • Eligible Improvements apply to exterior projects only
  • Improvements must comply with all applicable state and local code requirements
  • Proof property taxes and homeowners insurance are current
  • Documentation confirming property ownership
  • Two bid estimates must accompany application for consideration
  • Participants are eligible for no more than one program award per 12-month period from completion of previous project under this program, if applicable.
