Details:

  • Community Development Block Grant (CDBG) Public Services funds generally support service delivery costs for organizations serving low- to moderate-income communities. In response to community feedback, the priority for 2022 CDBG Public Services funds is to continue efforts helping vulnerable families and individuals recover from the economic impacts of the pandemic. The priority areas for 2022 applications are:
    • Housing stability: Programs that serve households with vital services related to obtaining and keeping safe and stable housing. This includes but is not limited to: Housing counseling or navigation services, eviction prevention, and childcare, food access, aging in place strategies, etc.
    • Whole Health and Family safety: Programs that serve household who have lost their income and seek to keep safe and stable housing. This includes but is not limited to: Rental housing subsidies, subsistence payments, and security deposits.
    • Resilience: Programs that help individuals and families emerge from incidents of crisis stronger. This includes but is not limited to: Legal services, transportation services, and employment training.
  • Emergency Solutions Grant (ESG) funds help homeless service providers deliver services to families and individuals experiencing or at risk of homelessness. Eligible applicants must collaborate with the Pikes Peak Continuum of Care and participate in Coordinated Entry where applicable. The priority areas for 2022 projects are:
    • Homelessness Prevention: Housing relocation and stabilization services and short-term (three to six months) rental assistance as necessary to prevent individuals or families from becoming homeless.
    • Rapid Re-Housing: Housing relocation and stabilization services and/or short-and/or medium term (up to two years) rental assistance as necessary to help individuals or families living in shelters or in places not meant for human habitation move as quickly as possible into permanent housing and achieve stability in that housing
    • Homeless Management Information Systems (HMIS) Funds participation in the HMIS collection and analyses of data on individuals and families who are homeless and at-risk of homelessness. Only the PPCoC HMIS-lead is eligible to apply for HMIS funding.
    • Street Outreach: Programs that are designated to meet the immediate needs of the unsheltered population by connecting them with emergency shelter, housing, and/or other critical services. This includes but is not limited to: Engagement, case management, emergency health services, transportation, and services for special populations.
    • Emergency Shelter: Funds operations for low barrier emergency shelters facing extra operational costs. Eligible activities include essential services, case management, insurance, food, supplies, etc.

  • The award minimum for both CDBG Public Services and ESG is $25,000

  • Public agencies
  • All applicants must have a DUNS Number and be registered on the federal System for Award Management.
  • All proposed ESG projects must have a 1:1 match.
