Illinois Coal to Solar and Energy Storage Program Grant

Applications are now open for the Illinois Coal to Solar and Energy Storage Program Grant to support the installation and operation of energy storage facilities at the sites of qualifying electric generating facilities.

Details:

This grant program will support the installation and operation of energy storage facilities at up to five locations – up to three energy storage facilities in the Midcontinent Independent System Operator, Inc. region in Illinois and up to two energy storage facilities located in the PJM Interconnection, LLC region in Illinois. The Illinois General Assembly established this program to operate energy storage facilities of at least 37 megawatts of storage capacity at the site of former coal plants in Illinois, transitioning retired or retiring coal plants in Illinois to renewable generation. The qualifying facilities must burn, or burned prior to retirement, coal as its primary fuel source.

Eligibility Criteria

Eligible Applicants include:

  • In order to be eligible under this NOFO, applicants must be the owner of an electric generating
    unit that:

    • Has, or had prior to retirement, an electric generating capacity of at least 150 megawatts at the site of the proposed energy storage facility;
    • Burns, or burned prior to retirement, coal as its primary source of fuel;
    • If the electric generating facility is retired, it was retired subsequent to January 1, 2016;
    • Its owner has not been selected by the Illinois Power Agency to enter into a contract to sell renewable energy credits to one or more electric utilities from a renewable energy facility located or to be located at or adjacent to the site at which the electric generating facility site proposed through this grant application is located;
    • At one time was owned, in whole or in part, by a public utility as defined in Section 3- 105 of the Public Utilities Act;
    • Is not owned by (i) an electric cooperative as defined in Section 3-119 of the Public Uitlies Act, or (ii) an entity described in subsection (b)(1) of Section 3-105 of the Public Utilities Act, or an association or consortium of or an entity owned by entiies described in items (i) or (ii);
