The Adult Drug Court (ADC) Discretionary Grant Program provides financial and technical assistance to states, state courts, local courts, units of local government, and federally recognized Indian tribal governments to plan, implement, and enhance the operations of adult drug courts.
Adult drug courts effectively integrate evidence-based substance use disorder treatment, mandatory drug testing, incentives and sanctions, and transitional services in judicially supervised criminal court settings that have jurisdiction over persons with great substance use disorder treatment needs in order to reduce recidivism and increase their access to treatment and recovery support, and to prevent overdoses.
Objectives
- Ensure drug court practitioners have the tools to effectively provide judicial and community supervision, mandatory and random drug testing, substance use and mental health disorder treatment, and appropriate incentives and sanctions.
- Utilize evidence-based practices and principles that incorporate the NADCP’s Adult Drug Court Best Practice Standards and other relevant research.
- Build and maximize capacity to ensure all potential participants are identified and assessed for risk and need using a validated risk and clinical assessment tool to determine eligibility.
- Ensure that all individuals eligible for the drug court program have equivalent access to it as measured by the collection and examination of program data.
- Enhance the provision of recovery support services, including transitional recovery housing assistance, to support ongoing recovery and peer and family support.
- Enhance collaboration between states, local, and/or tribal jurisdictions to support the operations and enhancements of adult drug court activities.

- City or township governments, County governments, Native American tribal governments (Federally recognized), Special district governments, State governments, Other.
- State, city, township, county, or tribal government acting directly or through agreements with other public or private entities on behalf of a single drug court.
- For purposes of this solicitation, “state” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
