Details:

The purpose of this project is to explore the emerging issues and trends specific to Correctional Industries programming – using the information for revising the current 40-Hour blended Correctional Industries Leadership Training curriculum into a virtual instruction-lead (VILT) format.

Goals

This project aims to convert the Correctional Industries Leadership Training blended curriculum into a virtual training program using a research-based learning design framework to improve the effectiveness of the learning delivery and create consistency in the layout and design of course materials.

Objectives

A proposal responsive to this solicitation should, at a minimum:

  • Identify a plan to address the scope and timeframe of the project;
  • Determine the methodology and resources necessary to deliver the work products;
  • Identify a team with demonstrated and documented credentials, expertise and experience in designing and facilitating ILT and VILT curricula on multiple virtual platforms, and documented credentials, experience and subject matter expertise in designing, developing and facilitating ILT and VILT instructional materials for adult learners.
  • Please submit work samples and credentials of proposed team members (ILT and VILT) to substantiate credentials, expertise and experience with your work proposal.

The qualified applicant team will be able to:

  • Participate in a Kick-Off Project Team Meeting using NIC’s virtual instructor led platform and clarifying the deliverables, work products and time frames for this project;
  • Consult with the Academy initiative team leader for each of the identified curricula to gain an understanding of the history, purpose, and objectives of each course to be audited.
  • Conduct a comprehensive audit of the instructional materials for the courses, comparing each to a list of research-based standards and practices for adult learning design: specifically, the NIC Course Design Audit Checklist;
  • Identify items of non-compliance from each audit and formulate recommendations for revision of the design, format, and layout of instructional materials for all courses.
  • Consult with the Jail’s Division initiative team leader on the recommended revisions and draft a revision plan for work to be completed on each course.;
  • Complete all work identified in the revision plan for each course and submit draft course materials to the Academy team leader for review and approval;
  • Complete any additional edits and/or revisions to draft materials as necessary and submit the final draft of course materials for the two courses.
  • Provide training for navigating the Web-Ex platform (chat groups, polling, whiteboard) for class participants and instructors.
  • Develop and administer a pre/post assessment to evaluate the mastery of established competencies, knowledge and skills.
  • Explore and make recommendations to providing professional certification and continuing education units for the training participants.

Funding Information

NIC expects to make one award for as much as $95,000.00 for a 12-month project period, beginning on March 1, 2022. Requests for amounts in excess of a total of $95,000.00, including direct and indirect costs will not be considered.

Eligibility Criteria

  • NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services. Foreign governments, international organizations, and non-governmental international organizations/institutions are not eligible to apply. Proof of 501(c) (3) status as determined by the Internal Revenue Service or an authorizing tribal resolution is required.
  • NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program. Only one (1) application will be accepted from a submitting organization.
  • NIC may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations.
