MDH implemented the Family Planning Special Projects (FPSP) grants program in 1979 as authorized by the 1978 Minnesota Legislature. Minn. Stat.§ 145.925 authorizes the Commissioner of Health to award grants to eligible organizations to reduce the incidence of
unintended pregnancy and increase access to family planning services for people at “high risk” for experiencing an unplanned pregnancy or problems during pregnancy.
Such populations include individuals who have difficulty accessing family planning services because of barriers such as poverty, age, language and cultural barriers, racial and ethnic discrimination, lack of insurance, lack of transportation, and/or concerns about confidentiality.
Minnesota rule permits FPSP funds to be used for six purposes related to family planning for populations that are at greater risk of unintended pregnancy, including:
- Public information
- Outreach
- Counseling
- Method provision
- Referral
- Follow-up
Funding Information
- Funding available for the first two years of the five-year grant cycle is $12,706,000.
Grant Period
- MDH will make grant awards for a five-year period (01/01/23 through 12/31/27).
