With this solicitation, NIJ seeks proposals for rigorous research and evaluation projects that inform policy and practice in the field of youth justice and delinquency prevention. Specifically, this solicitation seeks proposals for studies that advance knowledge and understanding in the following two categories:

  • Youth Justice Reinvestment Studies which evaluate the effectiveness, including costeffectiveness, of youth justice system reforms and subsequent reinvestments into programs that serve youth in their communities.
  • Prevention and Intervention Program Effectiveness Studies which evaluate the effectiveness of school and community-based prevention and intervention programs.

The goal of this solicitation is to generate and advance knowledge, with meaningful implications for juvenile justice policy and practice.

Objectives

The primary objectives of this solicitation are to support rigorous, independent program evaluations of the process, outcomes, and costs associated with:

  • juvenile justice system reforms and reinvestment in community-based service delivery;
  • community and school-based delinquency prevention, delinquency intervention, and intervention with child victims of abuse and trauma.

  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
  • Private institutions of higher education
  • For-profit organizations other than small businesses
  • Independent school district
  • Units of local government
