Details:

The ESG Program is focused on housing for homeless households. It will provide temporary financial assistance and housing relocation and stabilization services to individuals and families who are homeless or would be homeless but for this assistance. Funds will also be utilized to support homeless shelter and transitional housing operations and maintenance.

The City of Irving is the recipient of Emergency Solutions Grant Funds (ESG), used to address a range of Housing and Community Development activities. The City anticipates receiving an allocation of ESG funds from the U.S. Department of Housing and Urban Development (HUD) for use effective October 1, 2024, through August 30, 2025. Eligible non-profit organizations are encouraged to apply for Street Outreach and/or Emergency Shelter Operations funding. Funds must be used to assist Irving homeless residents through emergency sheltering. Projects and activities must also meet eligibility requirements as defined by HUD and the City of Irving’s Consolidated Plan. Funded programs must participate in the Homeless Management Information System (HMIS), as administered by Housing Forward on behalf of the Dallas City & County/Irving Continuum of Care or an approved comparable database system.

Eligible activities for City of Irving ESG funds are limited to street outreach and/or emergency shelter operations. All emergency shelter operations activities must take place in Irving. Application proposals will be reviewed by the Housing and Human Services Board.

Eligible Organizations 

Non-profit organizations that deliver services to homeless clients in an emergency shelter or through street outreach within the City of Irving may apply for ESG funding through the City of Irving’s Housing and Redevelopment Division. All non-profit organizations must have an IRS-granted nonprofit status at the time of application to receive funding through the City of Irving. For the purposes of this guidebook the terms “organization” and “agency” are interchangeable.
