The Wyoming Energy Authority is issuing a request for proposals (RFP) to solicit project proposals from eligible entities to be sub-awarded under the IIJA Section 40101(d) Preventing Outages and Enhancing the Resilience of the Electric Grid grant program.

Details:

The United States Department of Energy (DOE) has new programs available to them from the passage of the Infrastructure Investment and Jobs Act (IIJA). Section 40101(d) of the IIJA establishes the Preventing Outages and Enhancing the Resilience of the Electric Grid grant program. The Wyoming Energy Authority received formula funding under this grant on behalf of the State of Wyoming, which will be sub-awarded to eligible entities for grid resiliency and grid reliability projects.

The grant will be used to replace deteriorating infrastructure, improve planning, and harden the electric transmission system. The grant funding will also be used to mitigate costs to rural customers and improve public safety through grid improvements. The WEA received formula funding of over $8 million and requires a cost-match for project funding.

Funding Categories 

The WEA administers grants in three primary categories described below:

  • Competitive Grant. After the closing of a competitive solicitation, the process involves a review and/or scoring by a WEA appointed committee. Typically this committee will then make a recommendation for funding to an approval body.
  • Cost-Sharing Support Grant. Such grants do not require a WEA internal compliance review or scoring by an appointed committee, however the WEA Executive Director may elect to require this. Applicants who are applying to an external funding opportunity (e.g. a Department of Energy Funding Opportunity Announcement) who need to demonstrate matching funds, may approach the WEA to seek cost-sharing support.
  • Non-Competitive Grant. The process does not require a competitive solicitation. Applicants may submit proposals to the WEA which align with the WEA’s strategy. Proposals will be evaluated by the WEA on a case-by-case basis.

Funding Amount

  • The Wyoming Energy Authority received formula funding in the amount of eight million, one hundred and fifty-four thousand, eight hundred and fifty dollars ($8,154,850) under section 40101(d) of the Infrastructure Investment and Jobs Act (IIJA).
  • The WEA anticipates awarding four to five sub-awards in the range of one to three million dollars ($1,000,000 to $3,000,000).

Eligibility Criteria 

  • Participation is open to individuals and organizations, both public and private, who can demonstrate the ability to execute the proposed projects.
  • Service providers that assist the development or drafting of specifications, requirements, statements of work, or requests for proposals will be excluded from competing for such requirements.
