Details:

TVAP’s goal is to directly fund time-limited comprehensive case management services to foreign national adults confirmed and potential victims of a severe form of human trafficking, as defined by the Trafficking Victims Protection Act (TVPA) of 2000, as amended, who are seeking or have received Health and Human Services (HHS) certification. TVAP must also establish local regional presence to coordinate project activities and direct services. A foreign national includes individuals who are not U.S. citizens or lawful permanent residents (LPR). Case management services must be provided to qualified persons directly by full-time case managers that are staffed by the prime recipient and may also be provided through a network of per capita service providers, which provide direct services and community referrals.

Under TVAP, the following activities are required: 1) provision of comprehensive, culturally, and linguistically responsive case management to foreign national adults who have experienced labor and/or sex trafficking; 2) development and maintenance of a nationwide network of providers to conduct human trafficking outreach, and provide direct services and community referrals, and; 3) establishment of local presence within each of the 10 ACF geographic regions to coordinate project activities and support the delivery of services through the nationwide network of providers.

Objectives

  • Provision of comprehensive, culturally, and linguistically responsive case management to foreign national adults who have experienced labor and/or sex trafficking;
  • Development and maintenance of a nationwide network of community service providers (per capita and full-time case managers) to conduct human trafficking outreach and to provide direct services and community referrals; and,
  • Establishment of regional coordinators within each of the 10 ACF geographic regions to coordinate project activities and support the delivery of services through the nationwide network of providers.

Funding Information

  • Award Ceiling: $4,000,000 Per Budget Period.
  • Award Floor: $4,000,000 Per Budget Period.

Grant Period

  • 60-month project period with five 12-month budget periods.

Eligibility Criteria

  • Eligible applicants include state governments; county governments; city or township governments; special district governments; independent school districts; public and state-controlled institutions of higher education; Native American tribal governments (federally recognized); public housing authorities/Indian housing authorities; Native American tribal organizations (other than Federally recognized tribal governments); nonprofits having a 501(c)(3) status with the IRS other than institutions of higher education; private institutions of higher education; for-profit organizations other than small businesses; and small businesses.
  • Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization’s religious character, affiliation, or exercise.
