New Jersey: Climate Vulnerability Assessment Technical Assistance Program

Details:

The project will provide technical assistance to participating municipalities for the completion of a Climate Change-Related Hazard Vulnerability Assessment (CCRHVA) for adoption into the Land Use Plan Element of the municipal Master Plan to meet the requirements of the NJ Municipal Land Use Law (N.J.S.A. 40:55D-28). It is expected that participating municipalities will adopt the CCRHVA into the master plan upon completion of the project.

The municipality will be expected to:

  • Provide a municipal staff member or official as a point of contact for the project’s duration.
  • Establish a municipal project lead and team to guide the process. This shall include municipal staff with knowledge relevant to conducting a CCRHVA (e.g. engineer, planner, public works, etc.).
  • Provide a professional planner to, at a minimum, review the draft and final versions of the CCRHVA for adoption into the municipal Master Plan Land Use Plan Element.
  • Provide accessible meeting space for all in-person team and public meetings.
  • Provide planning documents and data including local plans and available GIS data (e.g. zoning, preserved lands, etc.).
  • Attend a kick-off meeting, virtually or in-person, as determined by the project team.
  • Review and sign a project work plan tailored to the municipality.
  • Assist in communicating aspects of the project to the community.
  • Participate in project team meetings and, if appropriate, certain community engagement events.
  • Review and provide feedback and input for development of CCRHVA components, including but not limited to:
    • A build-out analysis.
    • Identification of current and future climate change-related hazards impacting the municipality.
    • Identification of critical facilities and infrastructure, and additional assets or features relevant for assessing climate hazard vulnerability.
    • Assigning vulnerability scores.
    • Identification of strategies and design standards to address the identified vulnerabilities.

Grant Period

The development of the municipal Climate Change-Related Hazard Vulnerability Assessment will occur over a period of approximately 12 months between February 2025 and May 2026.

Eligibility Criteria 

Eligible applicants for the Sustainable Jersey FREE Climate Vulnerability Assessment Technical Assistance include any municipal government in New Jersey that has not previously received funded support through NJDEP’s Resilient NJ program.
