The Resilient Maryland Program is MEA’s award-winning comprehensive distributed energy resource (DER) system development and installation incentive program that provides funds to Maryland communities and organizations to offset the costs of planning, designing, and constructing microgrids, resilient facility power systems, and resiliency hubs. The FY25 program provides an array of incentives to assist projects from conception through installation and operation.
Resilient Maryland is provided to help Maryland communities and organizations identify optimal microgrid and other DER configurations to bolster the resilience, sustainability, energy affordability, and efficiency of their essential facilities and operations and safeguard them from the harmful effects of prolonged power outages. The FY25 program seeks projects that pursue creative solutions and innovations that create replicable and scalable DER system models, enhance energy equity for Maryland’s overburdened, underserved, and most vulnerable communities, and provide power for key community locations to serve as resiliency hubs.
Program Structure
The FY25 Resilient Maryland Program provides funding under three (3) Areas of Interest (AOIs), which are briefly explained in the list below.
- AOI 1: Preconstruction Planning: This AOI provides funds for feasibility analysis and other preconstruction activities for the planning and development of microgrids, resilient facility power systems, and resiliency hubs.
- MEA anticipates an initial funding amount of $500,000.
- Microgrid: $125,000
- Resiliency Hub(s): $12,000 per hub, maximum ten (10) hubs in a project.
- Resilient Facility Power System: $50,000
- MEA anticipates an initial funding amount of $500,000.
- AOI 2: Capital Support: This AOI provides capital for equipment and installation to help offset the costs of constructing microgrids, resilient facility power systems, and resilient combined heat and power (CHP) systems for critical purposes.
- MEA anticipates an initial funding amount of $2,800,000.
- Microgrid: $1,500,000, or 50% of the total project cost, whichever is less.
- Resilient Facility Power System: $1,000,000, or 50% of the total project cost, whichever is less.
- Resilient Combined Heat and Power: $300,000, or 50% of the total project cost, whichever is less.
- MEA anticipates an initial funding amount of $2,800,000.
- AOI 3: Resiliency Hubs: This AOI provides capital for equipment and installation to help offset the costs of constructing solar photovoltaic (PV) and battery energy storage systems to provide essential power to facilities that serve as resiliency hubs for their surrounding communities. Individual grants will be up to $3,000 per kilowatt.

- Maryland communities, critical infrastructure, businesses, nonprofits, qualifying sole proprietorships, and other organizations that are registered to do business in Maryland and are in good standing.
- Area of Interest 2: Capital Support
- Maryland communities, critical infrastructure, businesses, nonprofits, qualifying sole proprietorships, and other organizations that are registered to do business in the State of Maryland and are in good standing.
- Area of Interest 3: Resiliency Hubs
- Maryland businesses, nonprofits, local governments, public universities, community colleges, public schools, qualifying sole proprietorships, and other organizations that are registered to do business in Maryland and are in good standing.
