2022 Community Impact Grant (CIG) Program – Georgia

The 2022 Community Impact Grant Program (CIG) is funded by the Department of City Planning to assist NPUs in their efforts to improve their neighborhoods and the City as a whole. Since the program began, grants have been awarded to Neighborhood Planning Units and the Atlanta Planning Advisory Board for purposes of neighborhood beautification, engagement and awareness, and community building. This program is strongly aligned with the mission and purpose of the Department of City Planning.

Created in 1974 by former Mayor Maynard Jackson, the NPU system enables residents to assist the City in developing plans that best meet the needs of their communities. Adopted by the City Code of Ordinances, the NPU is the official citizen advisory group by which recommendations are made on behalf of residents to the Mayor and City Council.

What projects are eligible for the Community Impact Grant Program?

  • Neighborhood Enhancement
    • Projects/activities that will enhance the appearance, safety, and livability of the neighborhood’s public spaces such as streetscapes, gateways, and neighborhood business areas, or activate unused or underutilized public spaces.
  • Neighborhood Leadership & Capacity Building
    • Projects/activities that will improve the organizational capacity of organizations, associations, and coalitions that serve the public in addressing issues, improving conditions, and enhancing the quality of life within the neighborhood. This category is for neighborhoods with active associations and leadership, as well as neighborhoods with little organizational structure or leadership. Project/activities can also provide opportunities for training and education on how citizens can effectively participate in City government as well as enhance leadership skills for existing NPU/neighborhood association leaders. These opportunities can take the form of workshops, lectures/charrettes, special guest speakers, off-site tours and simulation exercises. These types of activities should strive to provide total immersion into issues that will enhance the effectiveness of the operations of the neighborhood planning units. Funds may be requested for NPU operations as long as costs do not exceed 50% of the total grant award.
  • Neighborhood Awareness & Community Engagement
    • Projects/activities that will promote a sense of community, raise awareness of the NPU System and/or increase participation in the civic process.
  • Neighborhood Development Assistance
    • Projects/ activities that will encourage productive communication among residents, developers, and other stakeholders during the development review process. This includes financial assistance for impact studies and third-party consultants to evaluate conflicting and complex opinions on the suitability of the proposal in order to enhance beneficial impacts to the community. Funds cannot be used for the procurement of legal services.

Who can Apply?

Applications will be only be accepted by Neighborhood Planning Units (NPUs), and the Atlanta Planning Advisory Board (APAB). Community organizations seeking grant funding must apply through an NPU. There is no direct communication from the Department of City Planning with Neighborhood/Community Organizations or any other groups.

Eligibility

CIG funds are awarded and disbursed through an application process managed by the Department of City Planning.

To be eligible for grant funding, your project/activity must:

  • Occur within the geographical boundaries of the City of Atlanta
  • Demonstrate a benefit to the public – specifically to the impacted neighborhoods
  • Allow access to the public at no costs
  • Receive support from the majority of the NPU via recorded vote of all residents in the NPU
  • Involve neighborhood residents in the planning and implementation of the project
  • Meet all of the application requirements, including the development of work plans to include scope of work, goals and steps; budgets, and permit approvals (where required)
  • Comply with grant administration protocols defined in the guidelines, the Code of Ordinances and Department of City Planning policies
  • Establish a timeline for completion
  • Identify a project manager
  • Identify a fiscal agent

*Awards to individual Neighborhood Planning Units and the Atlanta Planning Advisory Board shall not exceed $5,000.00. NPUs whose elected officers complete designated trainings in 2022 shall be eligible to apply for an additional $1500.00 in grant funding. The Department of City Planning may grant additional awards to projects with greater community impact when additional funding is available. Grant funds are not guaranteed to any applicant. Awards will be determined by a panel selected by the Department of City Planning.
