2025 Prison Rape Elimination Act Training Curriculum for New Corrections Staff

The Prison Rape Elimination Act (PREA) Training Curriculum for New Corrections Staff will identify a cooperative agreement recipient to develop and deliver educational courses to provide new correctional staff an understanding of their requirements under the PREA Standards about how to prevent, detect, and respond to allegations of sexual abuse or sexual harassment of people in confinement settings.

This program will provide a high quality base training for agencies to customize from which portions (e.g., modules) can be used for training refreshers as needed.

Program Goals and Objectives 

  • Goal 1: Develop a training curriculum(s) for the facility types covered by the PREA Standards (i.e., prisons, jails, lockups, community confinement and juvenile detention) that complies with the PREA Standard training requirements found in Standards 115.31/115.131/115.231/115.331.
    • Objective 1: Conduct an initial scan or review of corrections academies to identify successful PREA curriculum for new staff.
    • Objective 2: Based on the review of materials, begin to build, or develop based off existing training, a training curriculum that complies with the enumerated requirements in the PREA Standards. The curriculum must include scenario-based training exercises and adult learning theory. In addition, the recipient must propose to BJA prior to development, how the curriculum will be recommended for delivery and in what format.
    • Objective 3: Conduct a pilot of the curriculum at the four respective facility types (prison/jails, juvenile, community confinement, and lockups) and conduct an analysis of its effectiveness and the learning comprehension of the materials created.
    • Objective 4: Revise the materials based on the analysis of the pilots.
    • Objective 5: Finalize a training curriculum with all materials necessary to deliver the training at corrections training academies or facilities including materials such as handouts, training guides, paper based or eLearning modules, assessments, knowledge checks, and certificates of completion templates for learners.
  • Goal 2: Deliver a curriculum that educates correctional officers, staff, and leaders to prevent, detect, and respond to allegations of sexual abuse or sexual harassment of people in confinement settings.
    • Objective 1: Relevance – Develop and deliver material that directly address the needs and challenges of correctional officers and staff.
    • Objective 2: Effectiveness – Measure the effectiveness of material to ensure it is achieving the intended outcomes and making a positive impact.
    • Objective 3: Engagement – Create engaging and interactive training experiences that capture the attention and facilitate learning.
    • Objective 4: Accessibility – Ensure all materials are accessible taking into account background and learning style.
    • Objective 5: Continuous Improvement – Regularly evaluate and refine approach to ensure it is relevant, effective, and aligned with the evolving needs of corrections officers and staff.
