The Indianapolis African American Quality of Life Initiative (IAAQLI) is accepting proposals from organizations experienced in home repair, rehabilitation, and the preservation of affordable housing. This opportunity focuses on supporting neighborhoods in central Indianapolis that are undergoing stabilization or renewal, with an emphasis on benefiting African American residents in Marion County.
IAAQLI is offering grant funding as part of its Housing and Homeownership Initiative, aiming to preserve and expand access to affordable housing. Selected projects should focus on homeowner repair and rehabilitation as a means to retain homeownership and strengthen historically Black neighborhoods.
The total funding available is $3,013,359. Applicants may request up to $750,000 per project for a grant period of two years. The deadline to apply is August 11, 2025.
Projects are expected to achieve tangible results in areas such as improved housing conditions, enhanced safety, increased code compliance, and a better quality of life for residents. The initiative also aims to help low- and moderate-income homeowners avoid displacement and maintain ownership.
Other expected outcomes include the preservation and growth of home equity in Black neighborhoods, stabilization of property values, and reduced vulnerability to speculative investors. The initiative also supports inclusive economic development through increased use of Black-owned contractors and businesses.
Eligible applicants must be 501(c)(3) organizations with proven experience in housing repair or preservation. These may include nonprofit housing groups, CDCs, CHDOs, and community-based organizations with a focus on neighborhood revitalization.
Preference will be given to African American-led organizations based in Marion County with a demonstrated history of service in the targeted communities. Collaborative proposals are allowed and encouraged, though all partners must submit signed letters of support detailing their roles and contributions.
Proposals should include clear plans for achieving measurable outcomes and integrating cross-sector collaboration. Projects with well-defined evaluation strategies will receive priority during the selection process.
