This grant is designed to support eligible public services that benefit low- and moderate-income individuals and neighborhoods.
The Community Enhancement Grant Program is funded through the federal Community Development Block Grant (CDBG) program administered by HUD. Eligible activities under this grant must meet one of HUD’s National Objectives, primarily benefiting low and moderate-income individuals. CDBG’s core objective is to foster viable communities by delivering decent housing, suitable living environments, and economic development opportunities especially for low- and moderate-income residents.

Priority Populations
Priority consideration will be given to proposals that serve one or more of the following populations:
- Individuals experiencing or exiting homelessness
- Extremely low-income individuals (≤ 30% AMI)
- Low-income youth
- Persons with disabilities
- Victims of domestic violence
- Individuals living with HIV/AIDS
- Seniors.
Eligible Activities
Eligible activities may include, but are not limited to:
- Assistance for households exiting homelessness
- Reintegration services for ex-offenders
- Job training and workforce development
- Youth tutoring and gang prevention initiatives
- Substance abuse prevention and treatment
- Individual or family counseling services
- Childcare assistance
- Programs serving older adults.
Eligibility Criteria
To be eligible, your organization must:
- Be a registered 501(c)(3) nonprofit or faith-based organization
- Serve Raleigh residents with low-to-moderate incomes
- Meet federal documentation requirements.
