Eligible applicants include nonprofit 501(c)(3) organizations, tribal entities, government agencies, and educational institutions.

The proposed project or program must be based in the San Juan Islands. It must also include one or more of the following:
- Youth engagement, though it can be intergenerational
- Climate adaptation, mitigation, or resilience
- Environmental stewardship
