- Years of Operation
- Documented years of operation and current service to Gilbert residents
- Reimbursement Basis
- Operate on a reimbursement basis
- Timely Reporting
- Ability to submit quarterly report and an annual report
- Compliance
- Comply with all appropriate federal and Arizona State Constitutional requirements on the use of public funds.
