Anticipated resources. The following resources are anticipated to be available for allocation to eligible projects through this funding opportunity.
- Community Development Block Grant (CDBG).
- The CDBG Program provides funding for a variety of community development programs, primarily to improve housing, the living environment, and economic opportunities for low- and moderate-income residents.
- HOME Investment Partnerships Program (HOME).
- The HOME Program provides funding for a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance for low-income households.
- Emergency Solutions Grants (ESG).
- The ESG Program provides funding for the following eligible activities: Street Outreach, Emergency Shelter, Homelessness Prevention, Rapid Re-Housing, and Data Collection (HMIS).
- Justice Assistance Grant (JAG).
- The JAG Program provides funding for activities that reduce crime and improve public safety.
- Affordable Housing Fund (AHF).
- The Affordable Housing Fund (AHF) supports projects that increase the supply of affordable housing or improve the condition of existing affordable housing. Priority will be given to projects that create new affordable housing units.
- Opioid Settlement Funds (OSF).
- Opioid Settlement Funds (OSF) support opioid remediation. Priority will be given to programs and services focused on (1) prevention and education, (2) harm reduction, and (3) recovery and treatment.

July 1, 2026 through June 30, 2027.
Eligibility Criteria
Funds will be awarded to nonprofit corporations with a 501(c)3 status and/or public organizations. Exceptions may be made for construction activities. Collaborative proposals must designate a single organization as the applicant and fiduciary of funds. Responses to the NOI should clearly outline roles and responsibilities for all entities involved. The City of Grand Rapids reserves the right to approve or deny subcontractors and sub recipients for any submitted proposal. Subcontracts must be procured in accordance with requirements at 2 CFR 200.320. Organizations proposing homelessness assistance projects must be members of the Grand Rapids Area Coalition to End Homelessness and use the Coordinated Entry system for referrals, as applicable. Organizational capacity and relevant experience to undertake a housing development project must be demonstrated by the applicant and any co-developers. Satisfactory organizational capacity cannot be obtained with consultants alone.
