The HRH and LBP Capital Fund Program provides funding to PHAs to evaluate and reduce residential health hazards in public housing, including lead-based paint, carbon monoxide, mold, radon, and fire safety.
Goals
HRH and LBP awards aim to improve the physical condition of PHAs and the health and safety of public housing residents. To achieve this, the program was designed to:
- Determine the quality, health, and safety of the HUD rental assistance portfolio by significantly increasing the number and type of physical inspections based on the hazard.
- Increase physical inspection scores by following National Standards for the Physical Inspection of Real Estate (NSPIRE).

Additional Information on Eligibility
- Public Housing Agencies – PHAs with the legal authority to develop, own, modernize, and operate a public housing project in accordance with the Act are eligible.
- Moving to Work Agencies – PHAs participating in the Moving to Work Demonstration Program (MTW) are eligible to apply.
- Troubled Status – PHAs that are troubled are eligible for funding if the agency is in compliance with any current Memorandum of Agreement or Recovery Agreements.
