The purpose of the SUPP Grant funding is to support organizations with the implementation of evidence informed, community-driven primary prevention programs and strategies at the state, county, and community-levels that are designed to address specific, locally identified drug and alcohol-related challenges.
This funding opportunity is specifically for primary prevention activities and may not be used for substance abuse treatment or recovery services. Primary prevention is defined as programs and strategies that focus on, and provide services to, individuals who have not been identified as needing treatment. Primary prevention efforts take a proactive, ‘upstream’ approach by educating and supporting individuals and communities to delay the onset of substance use and to prevent the emergence of substance misuse behaviors and the development of substance use disorders.

Eligibility Criteria
Eligible applicants include any public or governmental entity (including tribal entities) – such as counties, cities, schools and school districts, libraries, etc. – as well as non-profit entities such as community-based organizations, behavioral health nonprofits, coalitions, and youth- and family-serving organizations. Federal regulations (Section 90.135, HHS) prohibit the awarding of Block Grant funds to any entity other than a public or non-profit entity.
