The Children’s Services Council of Palm Beach County (CSCPBC) is accepting proposals from entities qualified to provide coordinated supports to youth ages 6-18 that yield both initial improvements in daily life and substantial long-term gains for individuals and communities.

Through this request for proposals, CSCPBC seeks to contract with organizations that share its vision of a community where every child grows up healthy, safe, ready for school, and ready for life. CSCPBC values collaboration and expects funded agencies to work in close partnership with schools, municipalities, community-based organizations, and families to coordinate services, reduce duplication, and maximize impact. Funded providers will be expected to participate in shared learning, data sharing, and alignment with countywide efforts to strengthen a seamless continuum of supports.
The three (3) primary focus areas are:
- Educational Achievement
- Youth Mental Health
- Economic Stability
The overarching goal is to improve the well-being of youth ages 6-18. Applicants must clearly identify how their service/program(s) addresses the selected primary focus area identified as
- Improve the outcomes of youth who participate in educational achievement activities.
- Improve the outcomes of youth who participate in youth mental health programs.
- Improve the outcomes of youth who participate in economic stability activities.
Funding Information
- The total annual budget for Youth Development will not exceed $3,000,000, with CSCPBC selecting up to six (6) programs for implementation under this initiative.
- Successful Applicants will be awarded an initial 15-month contract for installation and implementation, which may be renewed for up to two (2) additional one- year terms, at the sole discretion of CSCPBC and subject to satisfactory performance as determined by CSCPB.
Qualifications and Requirements
Applicants must demonstrate the following:
- Proven experience implementing youth development programs that promote academic success, emotional well-being, or economic resilience.
- Demonstrated understanding of Adverse Childhood Experiences (ACEs) or trauma-informed care principles.
- Commitment to culturally responsive, youth-centered practices that elevate youth voice and choice.
- Collaborative approach, with a history of working effectively with schools, families, and community partners to maximize impact and reduce duplication.
- Capacity for data-driven learning, including experience with program evaluation and continuous improvement.
- Ability to provide three letters of support from partners or stakeholders endorsing the proposed program or attesting to the quality of services the applicant currently provides.
Nonprofit, community-based, for-profit, tribes and tribal organizations, and public or governmental agencies serving communities in Palm Beach County are eligible to apply. The School District of Palm Beach County has many programs and services available to students during the regular school day. Priority will be given to programs that address needs in out-of-school time and are located within the communities they intend to serve.
