Funding Information
Up to $2,350,000 is available to be awarded or allocated through 2027, under the following limits:
- Up to $350,000 will be awarded for grants for projects that have expenditures planned for 2026
- Eligible Applicants: Cities, Townships, and City Park Districts with a population of less than 5,000 people that (will) own and operate the space/facility.
- Up to $2 million will be allocated for grants for projects that have expenses anticipated for 2027
- Eligible Applicants: Cities, Townships, and City Park Districts with a population of less than 5,000 people and community-service based non-profit organizations that (will) own and operate the space/facility that is located in a city or township with a population of less than 5,000 people.
- To be an eligible non-profit, the organization must be:
- A registered non-profit organization with the North Dakota Secretary of State in accordance with the laws of the State of North Dakota in good standing. Applicant must remain in good standing for the duration of the grant term, if approved.
- Hold non-profit status with the IRS and be able to provide status documentation and their most recent IRS 990 filing at the time of application.
- Current on any Williams County real property taxes for real property that is in the non-profit organization’s name at the time the application is submitted and remain current throughout the term of the grant, if approved, and any reporting period;
- Compliant with all applicable local zoning ordinances for real property owned and/or leased by the non-profit organization at time the application is submitted and for the duration of their project, if approved, and any reporting period;
- Community service-based non-profit organizations do not include organizations that are organized, or whose principal mission is, for a “political purpose” as defined by NDCC Section 16.1-10-02(2), as amended, reenacted, or superseded.
Eligible Community Gathering and Recreational Spaces/Facilities
- The space/facility must be owned and operated by the applicant, whether an eligible political subdivision, or eligible community service-based non-profit organization.
- The space/facility must be located in a city or a township in Williams County with a population of less than 5,000 people.
- Once constructed or improved, the space/facility must be open and available to the general public, meaning not exclusively for a specialized organization or group, on a shared basis for public gatherings, social interactions, and/or educational or recreational activities.
- Space/facility may be available for use for free or on a fee-based system, but the facility cannot exclusively be for “members only.”
Eligible Expenses
Design, engineering services, geotechnical testing, land and archeological surveys, site work, mechanical and/or utility materials/equipment, construction materials, and/or construction labor expenses related to:
- Constructing a new community gathering facility
- Expanding, improving, or renovating an existing community gathering facility
- Constructing a new indoor or outdoor recreational space or facility
- Expanding, improving, or renovating an existing indoor or outdoor recreational space or facility
