The Continuum of Care (CoC) Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, and local governments to quickly rehouse homeless individuals, families, persons fleeing or attempting to flee domestic violence, dating violence, sexual assault, or stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.

Details:

The purpose of this Special NOFO to Address Unsheltered and Rural Homelessness (Special NOFO) is to target efforts to reduce unsheltered homelessness, particularly in communities with very high levels of unsheltered homelessness and homelessness in rural areas. Through this Special NOFO, HUD will award funding to communities to implement coordinated approaches — grounded in Housing First and public health principles — to reduce the prevalence of unsheltered homelessness, and improve services engagement, health outcomes, and housing stability among highly vulnerable unsheltered individuals and families. HUD expects applicant communities to partner with health and housing agencies to leverage mainstream housing and healthcare resources.

Additional Information on Eligibility: (25) Other Indian Tribes and tribally designated housing entities as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) Nonprofits, as demonstrated by criteria at 24 CFR 5.109(l)(1) through 24 CFR 5.109(l)(5). CoC applications: Available to Collaborative Applicants designated by CoCs registered through the FY 2022 CoC Program Registration process. The Collaborative Applicant must provide information about the CoC planning body, governance structure, overall performance, the strategic planning process, and their CoC’s Plan for Serving Individuals and Families Experiencing Homelessness with Severe Service Needs. CoCs may apply for funds through an Unsheltered Homelessness Set Aside and a Rural Set Aside (if they have rural areas, as defined by the NOFO, in their geography). Project application: Project Applicants that are designated during the application process by the Collaborative Applicant or its designee are eligible to apply for grant funds through either the Unsheltered Homelessness Set Aside or the Rural Set Aside. Projects applying for funds through the Rural Set Aside must serve geographic areas that meet the definition of “rural area,” as defined in the NOFO. The Collaborative Applicant may apply for projects under this Competition as well. The Collaborative Applicants that are not Unified Funding Agencies (UFAs) may also designate an eligible applicant to be the recipient of the planning grant. UFAs must apply for and be recipient of all grants for their Community. For-profit entities are not eligible to apply for grants or to be subrecipients of grant funds. For a dedicated HMIS grant, the project application must either be from the UFA (when there is a UFA for the community) or the HMIS Lead (when there is no UFA for the community) that will be the grant recipient. To be considered for funding, Project Applicants must provide completed information required by HUD. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
